Free Bus Passes for London High Schoolers: A Costly Investment?

A recent proposal aims to provide free London Transit bus passes to Grade 9 and 10 students at Clarke Road Secondary School, located in the east end of London, ON. The initiative's price tag? A whopping $900,000 spread over two years.

Initially scheduled to kick off this fall, the program has been rescheduled to launch in fall 2025. The London Transit Commission's report notes the proposal's postponement to ensure it makes financial sense for both the school and the municipal government.

Ward 5 Coun. Jerry Pribil, one of the city council appointees to the transit commission, emphasized the importance of the pilot project being cost-effective and delivering the desired results, which primarily include improved transit services.

The program is designed to roll out in two phases. In the first year, the pilot will cover 225 Grade 9 students. In the second year, it will expand to include an additional 225 Grade 10 students, totaling 450 participants.

One of the key reasons Clarke Road Secondary School was chosen for this pilot project is its access to multiple transit routes, making it a logistically viable location.

However, some questions remain unanswered, such as the program's clear objectives and funding beyond the two-year trial run. This lack of clarity has led to some debate among local leaders.

To address these concerns, the city plans to pull together officials from London Transit, city hall, and the Thames Valley District School Board to clarify responsibilities and set clear goals for the program.

A notable advantage, according to Pribil, is that the free bus passes could benefit students beyond just their school commutes. Students could use the passes for any transit trips they need, providing added flexibility and autonomy.

Despite these potential benefits, city council voted 13-2 to defer the rollout of the Clarke Road pilot project until next fall. The concern is to ensure all details are ironed out before the big launch.

The financial stakes are high: city hall’s contribution to the London Transit budget was $45.8 million in 2023, increasing to $58.3 million this year. Ensuring that the bus pass program is both effective and financially sustainable is crucial for all parties involved.
